Except as provided in section 2.023 and for assessments deferred under section 7.205, and notwithstanding any provision in this code to the contrary, the interest rate per annum on all amounts due the city shall be established by administrative order of the city manager or the manager’s designee within the maximum authorized by law, if applicable.
