The municipal judge, the city manager, and the chief officer or head of each department of city government shall designate not less than three nor more than seven emergency interim successors in addition to duly authorized deputies, assistants, or subordinates, and specify the order of succession of the designated emergency interim successors. Designations shall be in writing filed with the city recorder and shall be kept in the public records.
