(1) No city law enforcement personnel may collect or maintain information about the political, religious or social views, associations or activities of any individual, group, association, organization, corporation, business or partnership unless such information directly relates to an investigation of criminal activities, and there are reasonable grounds to suspect the subject of the information is or may be involved in criminal conduct.

(2) No non-law enforcement personnel working for the city may collect or maintain information about the political, religious or social views of any individual.

(3) No city employee may collect or maintain individually identifiable immigration status information unless (a) such collection and maintenance is required to comply with state or federal law; (b) the individually identifiable immigration status information is voluntarily provided to the city by the individual; or (c) the information is provided to the city as part of a city application process for employment or a contract with the city, or a business permit or license from the city.
