There is hereby created a special fund to be used to make provisions for works of art in public places and improvements owned by the city. One percent (1%) of all funds for construction, remodeling, or purchasing of public places hereafter authorized by the city, except for funds used to purchase land without improvements or land with improvements that are unrelated to the reason for the purchase, shall be appropriated and deposited into this fund.
