The city finds that domestic partnerships today exist in many different forms including unmarried couples who are living together in spousal equivalent relationships. In order to promote equal respect and fair treatment, and to protect the public health, safety and welfare, it is the policy of this city to allow persons in committed relationships who meet the domestic partnership criteria to register at the office of the city recorder and obtain a certificate attesting to their status.
