Licenses, permits and certificates issued under this chapter shall not be transferred to any other person except where expressly allowed by this chapter, and only with the prior written approval of the city manager. Where this code authorizes transfer, the city manager shall approve a request to transfer a license only if the new licensee qualifies for a license.
