No person shall maintain in a poolroom, card room or similar resort, a booth, enclosure, screened-off portion of such room or other obstructed portion in which games or cards, dice or other devices can be played shut off from observation from a portion of the main poolroom, card room or similar place. All rooms must be open and accessible to inspection at all times.
