No person shall retain any books, papers, or property belonging to the city or the city library after the same or portion thereof, have been demanded by the city manager, librarian or other person duly authorized to make such demand, or keep possession after such demand, or refuse to allow full inspection of all books or papers belonging to the city after such demand.
