No person owning or occupying premises shall construct or maintain a gate which shall obstruct the free use of any sidewalk adjacent to such premises. Persons maintaining a gate adjacent to a sidewalk shall construct the gate in such manner that it shall open or swing inward and not over a sidewalk.
