Motor vehicles of the armed forces of the United States and State of Oregon in the performance of their military duties shall have the right-of-way over any persons or vehicles on a public street within the city except United States mail carriers, fire apparatus and other emergency vehicles. No person shall hinder or delay or obstruct a motor vehicle of the armed forces of the United States or State of Oregon being operated in the performance of its military duties.
