No operator or person in charge of a vehicle shall park it or allow it to be parked on a street, on other premises open to the public, or on a new or used car lot without first stopping the engine, locking the ignition, removing the ignition key from the vehicle and effectively setting the brake. If the vehicle is attended, the ignition key need not be removed.
