The opacity observation, for purposes of these regulations, shall be made by a person trained as an observer – provided, however, that the Opacity Chart, marked Exhibit “A” and on file in the city with instructions for use, and by reference incorporated into this Code, may be used in measuring the opacity of emissions for the purposes of these regulations.
