All water users shall pay the charges for wastewater service and regional wastewater treatment service that are enacted under this section. All mobile waste haulers shall pay the service charges for disposal of wastes that are enacted under this section. The city manager shall review and determine the monthly charges for regional wastewater treatment service and local wastewater service on at least an annual basis. The city manager shall set these charges using the procedures, criteria and limitations set out in section 6.411. Mobile waste hauling fees shall be determined using the procedure and criteria set out in section 6.411.
