6.521 Industrial Pretreatment Program – Excessive Discharge.

No industrial user shall increase the use of process water or, in any way, attempt to dilute a discharge as a partial or complete substitute for adequate pretreatment to achieve compliance with the standards contained in sections 6.501 to 6.596 of this code.
