If the sidewalk is not constructed within the time set in subsection 7.156(2), the city engineer shall proceed to construct the sidewalk with city forces or by contract. The cost of constructing the sidewalk plus all inspection, supervision, collection and overhead costs shall be assessed against the affected property and collected as provided in sections 7.185 to 7.190, 7.195 and 7.225.
