If the council finds, on opening bids for the work, that the lowest responsible bid is substantially in excess of the city manager’s estimate, it may, in its discretion, provide for holding a special hearing of objections to the proceeding with the improvement on the basis of the bid, and it may direct the finance officer to publish one notice in a newspaper of general circulation in the city.
